The Valiasr Commercial-Office Building, located on Valiasr Street between the Fatemi and Zartosht intersections in Tehran, won First Place in the Public Buildings category at the 9th Memar Award (2009). Designed by Abbas Riahi Fard and Farinaz Razavi Nikoo, the 1,100 m² building on a 420 m² lot exemplifies a bold architectural language that transforms its narrow urban site into a powerful spatial experience.

The jury praised the building's strong artistic language and its near-transformation into a work of art. Franco Micucci noted that the project possesses a very strong artistic vocabulary and could almost be considered an art piece. Kamran Afshar Naderi observed that the double-skin facade creates depth and visual richness, and the quality of light penetrating through the facade dialogues well with Iran's climate. Hossein Sheikh Zeinoddin commended the architect's innovation despite building in the polluted streets of Tehran. Reza Daneshmir highlighted the volumetric organization as the most distinctive feature.

The facade system employs layered stone panels with dynamic angles that create dramatic shadow play and reflective surfaces, channeling light and air through narrow alleyways between the building masses. The interior features a striking glass staircase that becomes a sculptural element.
