
The multipurpose sports hall, for the use of ministry staff, lies 150 metres from the Caspian Sea. Its inclined facades resist heavy rains, while its use of bright colours - such as orange and green - is designed to brighten even the greyest day. Facilities include a gym, spectators' seating, billiards room and lockers. The structure is of steel; the facades incorporate a variety of materials - sandwich panels, concrete, cement and timber.
