The Khorsand Office Building on Valiasr Street in Tehran won Second Place in the Public Buildings category at the 9th Memar Award (2009). Designed by Arsh Design Group, the 1,400 m² building on a 350 m² lot is distinguished by its innovative kinetic facade of horizontal wooden louvers that create a dynamic interplay of transparency and opacity.

Hossein Sheikh Zeinoddin noted the architect's innovation, observing that while the possibility existed, the power of detailing has been well utilized — the interior space is almost entirely given to the facade. Kamran Afshar Naderi remarked that while similar projects exist in Europe, this one is genuinely real and well-executed, with good spatial quality in both interior and passive spaces. Reza Daneshmir praised how the designer managed to transform the interior into a unified, flowing space without multiplicity, creating a successful spatial composition. Franco Micucci appreciated the near-minimalist simplicity and the skillful handling of limited resources.

The louver system allows occupants to modulate light, privacy, and views while presenting an ever-changing facade to the street — an activated architectural surface that responds to daily life within.
