The Seraj Test and Diagnosis Center, designed by Bahram Shokouhian, won joint fourth place at the 3rd Memar Award (2003). Located in Tehran's 4th District on Seraj Avenue, the facility was built for Gostaresh Moayenat-e Fani Khodro Company, affiliated with Tehran Municipality, as a vehicle testing and diagnostic center.

The jury appreciated the building's honest structural expression and clear organizational logic. The one- and two-story steel frame structure uses a combination of simple frames with vertical lateral bracing and moment-resisting frames with plate girders, creating an industrial aesthetic that is appropriate to the building's function while achieving architectural distinction. The plan layout efficiently organizes testing bays, offices, and service areas across the 1,850-square-meter building footprint on a generous 5,500-square-meter site.

Designed between October and November 2000 and constructed from April to November 2001, the rapid execution demonstrates Shokouhian's pragmatic approach to architecture. Collaborators Ramin Rahrovani and Mohammad Aref Tohidi contributed to the design, with structural engineering by Khosrow Hariri. The brick-and-steel material palette and prominent window bays create a dignified industrial facility that the jury found exemplary in its functional clarity.
