The first comprehensive urban master plan for Tehran, prepared by Abdolaziz Farmanfarmaian in collaboration with Victor Gruen Associates (Los Angeles). The plan set a 25-year population target of 5.5 million (Farmanfarmaian insisted on limiting growth), established the expansion boundary and service boundary of Tehran, and prevented construction outside the boundary. Although many proposals were not implemented, Tehran's expressway network was built according to this plan even after the Revolution. The plan envisaged five-year reviews of the service boundary for gradual expansion.
