
The Zahedan Standard Institute Office Building, designed by Shahr & Khaneh Consulting Engineers, was shortlisted at the 3rd Memar Award (2003). Located in Zahedan, the capital of Sistan-Baluchestan province in southeastern Iran, the building responds to the region's harsh desert climate through a courtyard-organized campus plan that provides shaded outdoor circulation and natural ventilation.
The complex arranges its offices, meeting rooms, and a library around a central landscaped courtyard with mature trees and covered walkways. The brick-and-plaster construction with deep-set windows, projecting canopies, and recessed entrances reflects local building traditions while creating a modern institutional environment. The stepped building volumes and the interplay of covered and open-air passages create a human-scaled campus that encourages movement and interaction despite the extreme climate of the region.
