The Tehran Telemetry and Telecontrol Center, designed by Sam Tehranchi of Design Core [4S], was awarded second place at the 5th Grand Memar Award in 2005 with a score of 19 points. The building serves as the central monitoring hub for Tehran's water distribution network, requiring sophisticated technical infrastructure integrated within a refined architectural envelope.

Behrouz Ahmadi appreciated the building's clear organizational logic and the way it addressed the technical requirements of its program. The facade treatment was noted for its sophistication — the glass curtain wall system creates a dialogue between the building's public face and its technical interior, while the nighttime illumination transforms the structure into an urban landmark.

The design demonstrates how infrastructure buildings can achieve architectural distinction without compromising their functional demands. The interplay of solid and transparent volumes articulates the building's program, with public and technical zones clearly delineated through materiality and spatial organization.
