The 3rd Grand Me'mar Award (1382 / 2003) was dedicated to post-revolution public buildings and was held for the second consecutive year with Superpipe as its financial sponsor. Forty-one projects were entered; after three rounds of judging, eleven advanced to the final stage and six were ranked. The jury comprised five members — three of them invited from abroad for the first time: Fumihiko Maki (Japan), Mohsen Mostafavi (chairman of the AA School, London) and Davar Abizadeh (Arup) — together with the Iranian architects Mehdi Alizadeh and Kamran Afshar Naderi. Mohsen Mir Heidar served as scientific secretary. First place went to the Iranian Bar Association building by Hadi Mirmiran.
The 3rd Memar Award jury comprised four distinguished members: Pritzker Prize laureate Fumihiko Maki, Mohsen Mostafavi (chairman of the AA School of Architecture in London), Mehdi Alizadeh (eminent Iranian architect with experience at Ove Arup and Partners), and Kamran Afshar Naderi (Iranian architect and critic). The jury evaluated completed public building projects in Iran through site visits and deliberation, awarding placements from first through fourth place along with shortlisted selections across a single category of public buildings.
