The 11th Memar Award marked a significant milestone with the introduction of Renovation as a third separate category alongside Public Buildings and Residential Buildings. This edition saw 124 project submissions across three categories. The jury included international guest juror Chris Bosse alongside prominent Iranian architects and critics. The addition of the renovation category reflected growing interest in adaptive reuse and restoration of existing structures in Iranian architecture.

Projects were submitted electronically as PDF files (max 5MB) by September 2011. The technical committee (Mehdi Alizadeh and Kamran Afshar Naderi) reviewed submissions for completeness. The five-member jury then evaluated projects in three rounds: initial screening to semifinalists, semifinalists to nominees/finalists, and final ranking. Each juror independently ranked their top three choices per category, with points awarded (3 for 1st, 2 for 2nd, 1 for 3rd). Final rankings were determined by total points. Key judging criteria included relative innovation, design skill, effective execution, attention to architectural space, and contextual response.
